Guarantees for Obtaining Higher Professional Education by an Employee of Emercom of Russia Correspondence Courses

Abstract: The article gives assessment of the procedure of granting guarantees and compensations to the listener of the institute of correspondence and distance learning, sent for training by the employer on state-accredited bachelor's, specialist's or master's degree programs by correspondence. The legal framework regulating legal relations between the employee undergoing training and the staffing body of EMERCOM of Russia has been studied. Proposals on improvement of local normative and legal acts for elimination of difficulties arising at students of correspondence form of training at granting them guarantees and compensations for passing intermediate certification are made.
