Abstract: The work is aimed at analyzing the specifics of the design and functioning of the public opinion control system during the reign of Alexander I. The aggravation of the foreign policy situation in Europe required coordination of the actions of the highest dignitaries of the empire in the issue of spreading deliberately dangerous information. Special attention was paid to reports from the Western provinces, as well as the mood of urban residents of both capitals. The features of the office work of the "Committee for the Protection of General Security" as one of the key bodies aimed at tracking socio-political sentiments in Russia are investigated. The Committee was created as a temporary interdepartmental body whose task was to monitor foreign, or rather French, interference in the political mood of society. However, subsequently, one of the most important thematic groups considered by the members of the Affairs Committee became reports of impending conspiracies, rumors, "rumors" and lampoons against the monarch. The random nature of the receipt of cases and the lack of a single channel for obtaining information determined the specifics of the Committee's functioning in identifying and responding to potentially dangerous information. Insufficient regulation of the Committee's activities, its supranational status and the lack of a developed system of informants inevitably limited both the functions of the body and the range of cases under consideration. The 1807 Committee was one of the key bodies whose activities focused on coordinating actions to respond to reports of political crimes and public discontent. The failure of the preventive approach in the issue of monitoring political sentiments led to an understand ing of the need for a structural and centralized design of the political police, which took shape in the second half of the XIX century.
