Abstract: The population at risk of flooding is growing fast due to human-caused global climate change. Flooding can create dramatic and visceral experiences (Weber, 2006 ). Imagine a ferocious storm that saturates the air with water and makes it hard to distinguish rain from sea water. People seek shelter indoors, painfully aware that their home, belongings, and family may not be safe. Water finally surges into streets and houses and causes great distress at every step. How do local citizens respond to such extreme weather experiences?
