Abstract: To better construct a comprehensive legal education model and clarify its structure and interrelationships, this study has two main objectives: The initial goal is to create a comprehensive legal education structural model, pinpointing its essential elements and the causal connections between variables like legal knowledge, legal literacy, legal consciousness, legal culture, and legal skills (KLCCS model). Second, the study proposes strategies for enhancing legal literacy among college students based on this model. Surveys conducted at universities in Jinan, Shandong, China, yielded 497 valid responses. Data analysis using SPSS 26 and PLS-SEM 3.0 demonstrates that the model is stable, with strong reliability and validity. The findings highlight that legal literacy is a crucial mediator between legal knowledge and outcomes like legal consciousness, culture, and skills. The study suggests focusing on improving legal literacy through integrated teaching strategies involving textbooks, courses, and methods. This provides a solid foundation for advancing students' legal literacy and offers valuable insights for effective legal education strategies
