Abstract: Taking into account the experience of Ukraine's resistance to the armed aggression of the Russian Federation since 2014, the support of partners is crucial. The trust of partner countries can be caused by a number of factors, one of which is the functioning of the system of state quality assurance in the security and defense sector and its main components. As a result, the security and defense sector of Ukraine must and must systematically update the functioning of manufacturers/suppliers in accordance with world standards. The paper analyzes the regulatory and legal framework, which is the basis of the system of state quality assurance in the security and defense sector. A functional model was developed using the IDEF0 design methodology to determine the phasing of the creation of an effective system of state quality assurance and influencing factors. The creation of a unified conformity assessment (certification) system in the security and defense sector of Ukraine is, firstly, a necessary condition for creating the image of the state in the market of defense services, and secondly, it will become a reliable tool for ensuring the quality of products, which will allow establishing a high level of consumer trust due primarily to control quality management systems at enterprises producing defense products (the most effective way to ensure quality). The article identifies problematic issues of defense procurement, quality assurance, certification and ways to eliminate them. In order to form/develop and put into practice procedures for evaluating the conformity (certification) of key parameters, it is necessary to develop and implement new test methods, develop and use the latest laboratory base in priority directions for assessing the safety of operation and use.
