Abstract: Aabstract. The article deals with the problem of creating barrier-free access to the benefits of civilization for a population group with disabilities. The prospects of urbanization of the population, the reasons contributing to this, and the increase in the number of persons with disabilities as a result of military actions are considered. Emphasis is placed on the fact that the problem under consideration will primarily affect large cities as sources of communication services. Examples of implementing the state’s policy on ensuring the rights of the population to receive services of various kinds by improving the existing and new infrastructure are given. Scientific novelty. Emphasis is placed on population prospects, which will lead to active urbanization of the population and, accordingly, an increase in problems related to ensuring the rights of people with disabilities. The dynamics of this process are given. Attention is drawn to actualizing the specified problem concerning the war in the country’s east. Practical value. Concrete examples of the implementation of state policy regarding persons with disabilities are shown in the example of Dnipro City.
