Abstract: Women have a crucial role in developing the blue economy in tourist villages. The principles of the blue economy can be mainly applied in coastal tourist villages. The purpose of this study was to determine the role of women in realizing the blue economy and to analyze the challenges and solutions to the role of women's empowerment in implementing the blue economy in coastal tourist villages. Qualitative methods were used in the study, and exploratory analysis was supported by literature reviews. The results showed several leading roles in women's empowerment to realize the blue economy, including natural resource managers, MSME actors, environmental conservationists, educators, and community leaders. There are various challenges in realizing the blue economy, such as limited access to resources, education, and technology. The solution to overcome this requires individual efforts and strong support from multiple parties, such as the government, non-governmental organizations, and the private sector. This collective action is crucial for increasing access to education and training, strengthening institutions, providing infrastructure, and promoting local products. The role of women in realizing the blue economy in tourist villages is enormous. With the proper support and empowerment, women can become the driving force for sustainable and equitable economic development in coastal areas.
