Abstract: The main objective of this paper was to identify articles of the new Law on Public Procurement and Contracts that embody the principles of efficiency, effectiveness, planning, transparency, segregation of functions, legal certainty, reasonableness, proportionality and speed provided for therein, without express provision in Law no. 8.666/1993, and to provide a theoretical explanation of these principles and legal articles. The method adopted was field research, based on the premise that the new law would contain articles that would be related to the principles provided as guidelines for its application. The result of the research consisted of a group of identified articles that met that criterion and, from there, a theoretical content that highlights such a relationship, outlining a perspective on the implementation of those principles and the conditions under which public procurement in Brazil will be carried out, provided by the new law.
