Modernization experience municipal election commission systems based on the example of Moscow areas

Abstract: In the article, the author examines the impact of the reform of the territorial organization of the local government system on the process of formation of representative authorities in the Moscow region. The reform led to the replacement of elected heads of municipalities with city managers, selected competitively by representative authorities. This change caused a shift from direct elections to an appointment system, which effectively negated political competition at the local level and reduced voter interest in the election process. The article analyzes the consequences of this reform for the local government system and its impact on the level of public participation in political life.
