Type: article
Abstract: In the context of the rapid development of artificial intelligence (AI) and big data technology, new quality productivity is profoundly affecting the theory and practice of public management. Based on the in-depth analysis of the characteristics of new qualitative productivity driven by AI and big data, this paper discusses the process of reshaping public management theory. The study points out that the new quality productivity has endowed public management with new characteristics of data-driven, intelligent decision-making, collaborative governance and precise service, and proposes a theoretical framework of public management to adapt to this transformation. The main conclusions of this study include that AI and big data are profoundly reshaping traditional public management theories, data-driven and intelligent decision-making have become the core pillars, and collaborative governance and precise services constitute the mainstream mode of public management in the new era. In terms of theoretical contributions, this study not only constructs a new framework of public management theory that adapts to the new quality of productivity, but also enriches the relevant management theory system. In terms of practical implications, the study suggests that the government should formulate technology and data governance policies and strengthen the deep integration of technology and social systems to optimize public services and governance effects. Although this study has limitations in terms of sample coverage and time span, it provides a direction for further discussion of international comparison and technology ethics in the future. Through theoretical analysis and practical guidance, this study aims to help public management achieve high-quality development in the era of new quality productivity.
