Risks of Generative Artificial Intelligence and Multi-Tool Governance

Abstract: While generative AI, represented by ChatGPT, brings a technological revolution and convenience to life, it may raise a series of social and legal risks, mainly including violation of personal privacy and data security issues, infringement of intellectual property rights, generation of misleading and false content, and exacerbation of discrimination and prejudice. However, the traditional AI governance paradigm oriented towards conventional AI may not be adequately adapted to generative AI with generalized potential and based on big models. In order to encourage the innovative development of generative AI technology and regulate the risks, this paper explores the construction of a generative AI governance paradigm that combines legal regulation, technological regulation, and ethical governance of science and technology, and promotes the healthy development of generative AI on the track of safety, order, fairness, and co-governance.
