Abstract: This study aims to prepare regulations for developing Safety Performance Indicators (SPIs) and the institutional foundation for diagnosing traffic safety in the autonomous police system, which was introduced in July 2021.To ensure the continuous operation of the SPIs, amendments to the Road Traffic Act and guidelines for implementing the SPIs are proposed.Through the analysis of the current situation related to domestic and international traffic safety evaluation, a traffic safety index that can comprehensively judge traffic safety policies and policy efforts was developed to overcome the limitations of the traffic safety index surveyed and published annually by the Korea Expressway Transportation Corporation, which focuses on traffic accidents.Data collection for evaluating traffic safety indicators is possible only if the National Police Agency collects data under an organic cooperation system between each department, local police, and related organizations involved in traffic safety measures.Institutionalization is necessary for smooth data collection and utilization of the evaluation results.A plan to amend the Road Traffic Act and implementation guidelines for institutionalization were presented.A plan to approve national statistics was prepared to be used as an authoritative source of traffic safety indicators. The results of the traffic safety index will be used to benchmark the best policies of local police, inducing improvements in weak areas of each policy sector, such as traffic, roads, enforcement, and education. They can be used for customized traffic safety policy consulting by region, leading to the advancement of local police traffic safety policies.
