Application of Neuro-fuzzy Algorithms in the System of Regional Strategic and Budgetary Planning

Abstract: The article discusses the problems of improving the effectiveness of strategic and budgetary planning proce- dures at the regional level. The analysis and assessment of existing methods and tools used in the tasks of strategic budget planning in the field of regional economy are carried out. An approach to forecasting tax revenues of the regional budget based on an adaptive hierarchical knowledge base with a learning mechanism based on a neuro- fuzzy network is proposed. The algorithm of step-by-step design and formalization of the neuro-fuzzy knowledge base and methods of its application for planning the revenue base of the regional budget are considered.
