Abstract: the article presents the results of the theoretical substantiation of some provisions of the theory of personnel security at the macro and micro levels of the economic system. The fundamental principles and basic concepts in the field of personnel security have been supplemented and systematized, and modern problems have been formulated. The dynamics of the level of the human development index of the Russian Federation in the period 2012 - 2022 are presented, and statistics on employment and unemployment in 2023 are provided.
