Abstract: Aim: The purpose of the study is to investigate the possible historical antecedents of emergency legislation, with a view to presenting some theories of the exercise of power and their possible application, as well as the possible applicability of the above in governmental coordination. Methodology: The author reviews the connections and correlations arising in the subject matter by using domestic literature and legal bases. Findings: The existence of extraordinary legal order rules already appeared during ancient legal development. After the fragmentation of the Middle Ages, the connection between the modern application of the institutions present in the period following the Age of Enlightenment and the period following the Reformation can be seen in action, although the particularities of emergency legislation caused by the pandemic and then the war undergo a continuous evolution, which is ongoing. The government coordination must adapt to these processes. Value: The study presents the possible historical antecedents, reflects on them with regard to the present, and also highlights that the role of coordination in the aforementioned processes is necessarily extremely important.
