Development of Public-private Partnership in the Sphere of Using Natural Assets of City Parks

Abstract: Topicality. The use of natural assets of city parks has a significant potential to ensure the economic, social and ecological well-being of cities during the post-war reconstruction of Ukraine. Today, the importance of applying partnership agreements in the field of support and development of city parks lies in the need to find alternative sources of financing, the implementation of projects favorable to social development. At the same time, there are many problems in the field of public-private partnerships (PPPs) that need to be solved and improved in this field as a whole. Aim and tasks. The purpose of the article is to develop proposals for improving the use of the PPP tool in the field of development of city parks, as well as to justify the benefits for the state, municipality and business. Materials and methods. Using the methods of systematic and structural-logical analysis of scientific literature, legislative regulations and official data regarding the state of PPP contracts in Ukraine, the need to improve the organizational mechanism of partnership contracts was determined. The work also uses an international methodology for assessing the effectiveness of an investment project, which allowed determining the benefits of partnership agreements for business, the municipality and the state. Research results. The study analyzed the current state of the sphere of public-private partnerships, determined the share of implemented projects and outlined the problem of low efficiency of PPPs due to the high percentage of prematurely terminated contracts. It was established that the share of partnership agreements regarding the beautification and development of city parks is extremely small, is not covered in statistical data, and is little covered in scientific research. In order to stimulate the conclusion of partnership agreements and a more accessible and widespread search for potential partners, it was proposed to create an "electronic register of partnership requests". This register is intended to demonstrate the current requests of the state regarding the search for private partners for the implementation of projects in various areas, highlights the main requirements for each request, and thereby allows selecting the most suitable partners according to the specified requirements. The presented assessment of the effectiveness of the hypothetical PPP project proves the relevance of the application of partnership agreements in the field of development of city parks. Conclusion. The scientific novelty of the study consists in the development of proposals for improving the organization of the search for potential partners, as well as in the proposal of indicators of the effectiveness of PPP contracts for the use of natural assets of city parks, which can be adjusted in accordance with the current tasks of regional and local socio-economic development programs. The goals and objectives of the process of implementing PPP relations in the field of city parks in the context of blue growth are also proposed, which will contribute to increasing the recreational potential of coastal regions, as well as expand the objects of research into the blue economy by city parks. The practical significance of the obtained results lies in the possibility of their use by authorities of different levels in the context of improving the use of natural assets of city parks, as well as the sphere of activity of public-private partnerships in general.
