Year: 2024
Type: article
Abstract: Topicality. The recovery of the country and the achievement of sustainable development for economic systems at various levels (from local, sub-regional, and regional to national and cross-border) fundamentally rely on the successful implementation of a wide range of projects aimed at addressing numerous challenges across different spheres of societal life. The project-based approach to solving key societal development tasks allows for a systematic search for the best solutions, as well as the identification of individually tailored regulatory incentives, algorithms, tools, and mechanisms that are closely aligned with the specific conditions and needs of regional and community development. This combination of general principles and standards for ensuring the development of territorial-economic systems with individually chosen, tailored scenarios for supporting the implementation of regional economic development projects, in accordance with their specific needs and conditions, reveals the essence of cohesion. Aim and tasks. The aim of the article is to summarize the most common scientific approaches and to explore effective practices and methods of project management for the development of sub-regional economic systems. Materials and Methods. In this study, approaches and methods of project management for the development of sub-regional economic systems were examined using comparative and system-structural analysis, theoretical generalization, and empirical observations. Research results. The study has summarized the most common scientific approaches and examined effective practices and methods of project management for the development of subregional economic systems. It explored the advantages of establishing project management offices and demonstrated the need for project alignment in regional development across various levels of territorial organization (national, regional, and subregional). Additionally, the study analyzed the creation of regional development agencies and their contributions to project management at the regional and subregional levels. Conclusion. One of the major challenges in developing regional economic systems in the context of post-war recovery and strengthening economic cohesion of communities is the insufficient development of the institutional environment for project management. An effective solution to this problem could be the rapid and flexible establishment of project management offices using the administrative capabilities of various levels of government and local authorities. This approach would aid in addressing issues related to the balanced distribution of powers and financial resources in managing economic cooperation projects at the inter-municipal and inter-regional levels. To enhance the professional level of project management and provide scientific and consulting support, as well as methodological guidance, project implementation could be supported on a contractual basis by scientific institutions of the National Academy of Sciences of Ukraine, which possess the relevant experience and qualifications.
