Abstract: The article reflects approaches to as-sessing the socio-economic genesis of ter-ritories, taking into account key growth fac-tors that ensure increased efficiency of functioning of regional-level elements. The relevance of the study is due to the con-centration of scientific thought on the is-sues related to diagnostics of the depend-ence of the resulting criterion of territorial development – Gross Regional Product on various factors. Monitoring was carried out in a spatial aspect based on data from the Volga Federal District. The purpose of the scientific research is to design a system of indicators that describe the genesis of ad-ministrative-territorial entities and have a significant impact on the Gross Regional Product. The set of indicators allows you to build a reliable econometric model, on the basis of which medium-term forecasting of regional development can be performed, which allows you to diagnose and charac-terize the subject and the emerging trends in the process of transformational changes.
