Abstract: The object of the study is the work "Identify/specify the need for changes" of the sub-process "Formulation of changes" of the process "Management of changes". It was determined that the existing framework of change management is general and recommendatory in nature and does not define the most desirable methods and tools of change management. Existing models, methods and information technologies for the formulation and classification of change requests are developed according to the specifics of specific IT projects and IT products. The problem of unification of the formal description of models and methods of work on the formulation and classification of IT product change requests remains unresolved, which determines the relevance of similar of research Features of existing information technologies for formulating and classifying requests for changes that arise during the implementation of IT projects were highlighted and analyzed. It is proposed to consider these technologies as separate cases of unified information technology. Based on this proposal, a theoretical-multiple model of an IT product change request was developed, which at the formal level allows to describe any functional and technical requests for changes that arise during the implementation of an IT project for the development or modification of an IT product. Based on the obtained model, a general method of solving the problem of RFC formation and classification was developed. This method, unlike the existing ones, allows not only to apply an a priori defined RFC classification model, but also to adapt the existing model to the new features of the IT project and IT product and to develop its own RFC classification model that best suits the specifics of the IT company's activities, its IT projects and IT products.
