Under the historical logic, the change and development of farmers' income-increasing policy is influenced by learning and self-adaptation mechanism, withdrawal cost and synergy, and shows a gradual development Important conferences and events become the key nodes to promote the sudden development of policy. In structural logic, the political economy and social environment are the basic motive force of the policy change, the influence and shaping of the policy environment are the internal motive force of the policy coordination change, and the interaction game between the key actors is the direct motive force of the policy interaction change.
