Abstract: This study analyzed the status of accidents involving hazardous materials on an annual basis. Issues related to the safety manager appointment system of the Hazardous Materials Safety Management Act were identified, and a survey was conducted to determine awareness. Respondents recognized that accidents at plants that manufacture hazardous materials are caused by human factors and that the probability and extent of damage can be reduced depending on the capabilities of the safety managers for hazardous materials. Minimizing accidents involving hazardous materials requires revision of the classification criteria according to the level of risk of hazardous material manufacturers and the appointment of safety managers according to the classification criteria to prevent appointment solely based on the completion of training. Even those who hold a certificate or have passed an examination after completing training can only be appointed as safety managers for hazardous materials if they have completed practical training.
