Year: 2024
Type: article
Abstract: This study explores the application of stakeholder engagement strategies within the capacity building project for vocational education in health information at Bataan Peninsula State University (BPSU), Philippines. The project, supported by the Ministry of Education and the National Research Foundation of Korea, spans five years (2023)(2024)(2025)(2026)(2027)(2028) and aims to enhance health information management education through stakeholder collaboration. The study uses qualitative stakeholder analysis and the International Association for Public Participation (IAP2) Spectrum to evaluate engagement throughout the project's lifecycle. The IAP2 Spectrum includes five stages: Inform, Consult, Involve, Collaborate, and Empower. To gather qualitative data, the study utilized literature reviews, workshops, and interviews with key stakeholders. These included the Ministry of Education, Myongji College, Bataan Peninsula State University, the Technical Education and Skills Development Authority, and healthcare institutions.Discussions were held with key stakeholders, such as BPSU and relevant government agencies, to identify their roles and potential impacts on the project. This approach was informed by a thorough review of existing literature, allowing for a comprehensive understanding of the stakeholder landscape. The findings revealed that high-power stakeholders actively contributed to decision-making and supervision, while local and vocational stakeholders played a critical role in curriculum development and healthcare integration.Yonsei University's advisory contributions further enhanced the educational strategies of the project. This study demonstrates that the IAP2 model is adaptable and effective in fostering trust, collaboration, and long-term sustainability in international development projects. Finally, this study underscores the importance of a structured stakeholder engagement framework for achieving project success, with implications for broader health and education capacity-building initiatives.
