Abstract: The approaches to governance, citizen participation and social control should not only be considered complementary, but also as a sustainable trinomial to strengthen democracy within the framework of the rule of law. The events that have occurred in recentyears in political matters and in the defense of rights are symptoms of a lack of social cohesion and insufficient government effort to overcome inequality gaps, but also a warning about the impact on national security and development due to a late response to solve problems such as corruption, social conflicts and the presence of radical extreme ideas. This work considers that citizen needs converted into problems addressed through public policies must be articulated with other territorial conditioning strategies to ensure the integral well-being of citizens, as an expression of governance and full exercise of rights.
