Abstract: The purpose of this work is to present the relevant aspects of National Security and other responsibilities established by law, which must be prioritized by the governments in power, considering the risks and threats against the Peruvian State that hinder the fulfillment of the constitutional mandates protected in articles 163 °, 170 ° and 171 °of the Political Constitution of Peru, as well as Law No. 29664 "Law that creates the National Risk and Disaster Management System (Sinagerd). The main aspects are: constitutional and legal mandates linked to defense, security, national socioeconomic development and Civil Defense; threats against the Peruvian State; theoretical bases on the management of the Armed Forces; budgetary aspects, which involve the remuneration and pensions of military personnel, as well as the elimination of sources of income for the Armed Forces through the basic defense core (NBD) and directly collected resources (RDR), recently affected by Supreme Decree No. 043-2022 EF.
