Abstract: In this paper we will analyse the structure of the Argentine Plan for Science, Technology and Innovation 2030, assuming that it is a paradigmatic example of the type of STI policy that a mainstream sector of academia and public policy makers understand as a form of governance of the scientific-technological sector compatible with the most modern theories of socio-economic development. The focus will be predominantly philosophical, asking about the Plan's relevance in the structure of the national state, investigating its ethos (and its anchoring in the debate between the Plan's orientation towards national objectives and its non-orientation in the interests of freedom of research) and analysing the influence of certain underlying theories (curiously theories of the economic sciences) on its letter.
