Abstract: [ This study aims to analyze the legal implications of issuing Family Cards (KK) without marriage registration in Padangsidimpuan and its impact on administrative services and public education. This phenomenon arises because a portion of the community continues to practice marriages through customary or religious ceremonies without officially registering them. The research employs a descriptive qualitative method, collecting data through interviews, observations, and documentation involving the Civil Registry Office and the relevant community members. The findings indicate that issuing Family Cards without marriage registration creates several issues, such as limited access for children to legal documents like birth certificates, which affects their ability to access formal education. Additionally, it increases the potential for legal disputes concerning inheritance and family rights. The Civil Registry Office faces challenges in accurately recording the population, which impacts the quality of public services. The study concludes by emphasizing the importance of public education and awareness regarding the benefits and obligations of marriage registration. The local government of Padangsidimpuan is advised to enhance collaboration with religious and community leaders to foster societal awareness. Furthermore, providing accessible, affordable, and user-friendly marriage registration services should be prioritized to improve compliance with official marriage registration requirements.
