Estudo Da Implementação Do Acordo De Salvaguardas Tecnológicas No Centro De Lançamento De Alcântara: Impactos E Desafios.

Year: 2025
Type: article
Abstract: This study aims to assess the economic, technological, and social impacts of implementing the Technology Safeguards Agreement (TSA) at the Alcântara Launch Center (ALC) in Brazil, alongside the challenges it presents to national development in the aerospace sector. Located in Maranhão, the ALC’s strategic proximity to the Equator offers reduced launch costs, enhancing Brazil’s competitive position in the global space market. Signed in 2019 between Brazil and the United States, the TSA enables the commercial use of the ALC while safeguarding US intellectual property. However, the agreement imposes restrictions on technology transfer, raising concerns about Brazil’s technological independence and reliance on foreign resources. The specific objectives of this study are: (1) to examine the ALC’s strategic importance for Brazil’s economic and technological growth; (2) to analyse the TSA’s clauses, focusing on implications for national sovereignty; and (3) to identify the social impacts and challenges faced by the local quilombola communities. This research employs a methodology based on literature review and document analysis, providing both theoretical and empirical insights into the context. The findings suggest that while the TSA offers economic benefits, it limits Brazil’s technological autonomy and introduces substantial social challenges. The study concludes that the ALC’s success depends on a balanced approach that aligns economic and technological interests with social considerations, safeguarding local communities’ rights and upholding national sovereignty
