Abstract: In the current political and constitutional system, the military clergy is a legal institution governed successively by a government ordinance, then by a law, adopted at almost the same time, resulting in the need for systematic interpretation of both legislative sources. Primary rules are developed by administrative regulations at governmental and ministerial level, but the hierarchy of these secondary and tertiary sources does not always correspond to the importance of the matter governed.
