Abstract: Education is a critical driver of socioeconomic development, and equitable access to quality education remains a priority in many developing nations. Ghana's Free Senior High School (FSHS) policy, launched in 2017, seeks to ensure universal access to secondary education by removing tuition fees. This paper is a systematic review which evaluates the role of the Ghanaian government in financing education, specifically focusing on the Free Senior High School initiative. This review paper examines the role of government in financing the FSHS policy, exploring its achievements, challenges, and sustainability. It synthesizes findings from recent studies, reports, and policy documents to provide a comprehensive overview of the policy's financial implications, impact on access and quality, and potential future directions. Recommendations are proposed to address fiscal constraints and ensure policy sustainability.
