Abstract: Th e basis of this article is the report read at the All-Russian Scientifi c Conference of Moscow State University “Lev Tikhomirov: his time and creative legacy”, dedicated to the 100th anniversary of the death of Lev Alexandrovich Tikhomirov. Th e state, according to L.A. Tikhomirov, is the highest form of society and the inevitability of the state is a political axiom. Th e report is devoted to L.A. Tikhomirov’s political teachings on the royal prerogative, on the distribution of cases between the Supreme Power and subordinate authorities, on the national character of the royal power, on the ethical nature of Autocracy and on the monarch as an arbitrator of social clashes who formed the ideological core of his system of ethical monarchism.
