Abstract: An important role in the evaluation of energy saving measures is played by correct consideration of the weather conditions of the region for which the measures are planned. The calculation of the energy-saving measures efficiency based on the using of standard temperatures for Donetsk from currently existing regulatory documents is not sufficiently reliable. The actual thermal energy savings, which calculated based on the use of actual weather data, are 12-18% lower than the expected calculated one. Based on the fact that almost all energy-saving measures related to reconstruction or modernization are highly costly and have a long payback period, it is necessary to take into account real weather factors when calculating.
