Abstract: Forced by the unfavourable military situation on all fronts, the German troops on the occupied Romanian territory began to withdraw during November 1918. In their wake they left all the localities in an extremely difficult situation from all points of view. Craiova was no exception to this state of affairs. The city administration had to deal with a series of problems, ranging from supplying the population with food and fuel to maintaining public order in a troubled social climate.
