Year: 2025
Type: article
Abstract: The background of this study focuses on the role of artificial intelligence (AI) in talent management within the public sector, particularly in supporting competency development and work efficiency. Digital innovations like AI can significantly improve the performance of civil servants in Indonesia; however, they also pose ethical challenges and policy implications that need to be carefully addressed. This research adopts a descriptive qualitative approach, with data collected through in-depth interviews and literature reviews. The data were analyzed using triangulation techniques to ensure the validity and reliability of the findings, while the research locus was centered on the West Java Provincial Government. The results show that implementing AI in talent management offers benefits in automating administrative processes and improving work efficiency. However, there are challenges regarding resistance to change from human resources and the limitations of existing technological infrastructure. Additionally, there are ethical dilemmas concerning data privacy and transparency in AI-based decision making. The study concludes that AI has great potential to enhance talent management performance in the public sector, but its implementation requires clear policies and appropriate risk mitigation strategies. The implications of this research provide policy recommendations to improve technological infrastructure readiness and train civil servants to face the digital era, while also ensuring that ethical and regulatory aspects are addressed.
