Abstract: The Generasi Abdi Surabaya (GAS) Work Program has great potential to influence volunteer motivation, skills, and involvement. Organizations can create an environment that supports the growth and development of volunteers by designing work programs that are interesting, relevant, and have an impact on the work motivation of organizational volunteers. The study used a qualitative approach method with data collection techniques through observation of Instagram social media @generasiabdisurabaya, in-depth interviews with organizational administrators, and documentation studies. The focus of the study was directed at analyzing organizational strategies, program implementation mechanisms, and the contribution of the "Unity in Sign" program in developing inclusive communication and empowering the deaf community. The results of the study are expected to provide theoretical contributions in developing the concept of organizational communication based on social inclusion as well as practical contributions to the development of similar programs that support communication equality for the deaf community. This study comprehensively explores the dynamics of organizational strategies in creating an environment that supports the growth and development of volunteers through work programs that are interesting, relevant, and have a significant impact on the work motivation of organizational volunteers.
