Challenges of the Narcotics Correctional Institution in Fostering Drug Prisoners

Year: 2025
Type: article
Abstract: Objective: Exploration of complex challenges in drug prisoner rehabilitation, largely overlooked in criminology. Examination of forms, contributing factors, and implications aims to enhance correctional guidance for drug offenders. Theoretical Framework: M Redik Dahirsan, (2021) said that the correctional institution functions as a place for inmate development so that inmates can improve themselves towards a better direction, and can comply with legal values, ethics, and morality in the correctional process again. Method: Descriptive qualitative research using a criminological approach relies on primary and secondary data. Primary data was obtained through observation and structured and unstructured interviews with correctional officers and drug convicts at Class IIB Rumbai Correctional Institution. Result and Discussion: This study identifies three key challenges in rehabilitating drug prisoners. First, correctional programs focus solely on mental, spiritual, and skills development. Second, limitations in personnel, infrastructure, and coaching time hinder rehabilitation. Third, inadequate programs lead to high recidivism, with many inmates returning to drug use or becoming dealers. Research Implication: Contribution to legal and criminological research while evaluating the state's and institutions' commitment to improving drug prisoner rehabilitation. Value: Criminological evaluation of challenges in drug prisoner rehabilitation, highlighting how institutional limitations lead to failed guidance and contradictory inmate behaviors. Qualitative methods, including interviews and observations at Class IIB Rumbai Correctional Institution, provide firsthand insights into these obstacles.
