Russia-Ukraine War and the Prospects of Russia’s Foreign and Security Policy
Year: 2024
Type: article
Abstract: The purpose of this article is to explore the impact of the negotiation process of the Russia-Ukraine War on the international order and the changes in Russia’s foreign and security policy. The national security strategy of the United States and Russia showed a corresponding pattern. Unlike previous documents, the Russian National Security Strategy of July 2021 deleted nearly all the comments of cooperation with the West. However, the Russian Foreign Policy Concept of March 2023 mentioned the establishment of a Greater Eurasian Partnership targeting friendly/neutral countries and ‘peaceful coexistence’ with unfriendly countries. This approach is similar to the Biden administration’s National Security Strategy of October 2022, which proposes a two-track approach that breaks away from a competitive perspective and includes cooperation with geopolitical rivals. The process of peace talks related to the Russia-Ukraine War with the inauguration of the second term of the Trump administration is likely to be a process in which the US and Russia reconfirm each other’s core interests. This could develop into a situation of ‘peaceful coexistence’ in which cooperation on transnational challenges is possible despite the arms race and confrontations. This situation could bring a complex form of ‘peaceful coexistence’ in which North Korea-Russia military cooperation and South Korea-Russia economic cooperation coexist on the Korean Peninsula. South Korea’s foreign and security policy will have to find a path to inter-Korean dialogues and thus stability on the Korean Peninsula in the conflicts among major powers.
