Implementation of a project-based approach in modernizing a municipal enterprise for traffic control during post-war community reconstruction

Abstract: With the onset of military aggression against Ukraine, territorial communities have faced direct and indirect impacts of hostilities across various spheres of life, including transportation mobility. During wartime, this has profoundly negative implications, as it, firstly, hampers the ability to fully address issues related to national defense and the resilience of communities to wartime threats and challenges, and secondly, leaves unresolved the peacetime mobility challenges. In such circumstances, it becomes essential to adapt mobility to the conditions of wartime and the post-war reconstruction of communities based on principles of sustainability, taking into account potential threats and challenges associated with the consequences of hostilities. This applies both to communities that had already begun transitioning their transportation systems towards "peaceful" sustainable mobility before the war and to those where no measures for sustainable mobility were implemented in the pre-war period. One method to ensure the transition of communities to mobility adapted to wartime conditions and reconstruction involves the use of less capital-intensive and shorter-term measures (compared to rigid strategies). These "soft measures" for mobility development include traffic control. The development and implementation of traffic control measures, as a means of exerting managerial influence on the "Road Conditions – Traffic Flows" system during wartime and community reconstruction, require the collection, processing, and analysis of large volumes of data on road conditions and traffic flows. The speed and quality of these processes directly influence the effectiveness of managerial decisions and their alignment with situations arising from the impacts of hostilities on the territorial community. Implementing this approach is possible only through the digitalization of traffic control management processes, which necessitates the modernization of the controlling system and its key component – the enterprise responsible for executing managerial decisions related to traffic control. The complexity of this task demands a comprehensive and systemic application of a project-based approach to the modernization of the enterprise.
