Abstract: The U.S. government recently released a new policy for the oversight of research that could lead to the creation of pathogens with increased ability to cause an epidemic or pandemic. While this policy is generally well thought out, some of the criteria are somewhat subjective. I propose a new criterion with which to view these experiments.
