Abstract: Cockfighting is gambling that involves two chickens fighting until one of them loses or dies, and is a criminal act that harms society. To address this issue, an empirical juridical approach is used, utilizing written and unwritten legal materials. Crime countermeasures are carried out through three ways: pre-emtif (appeal to the perpetrator), preventive (routine patrols), and repressive (strict action by the police). Factors inhibiting law enforcement include the vagueness of the law, the less assertive role of law enforcement officers, and the lack of law enforcement facilities
