Abstract: Considering the high importance of business clusters in enhancing the competitiveness of modern countries, as well as taking into account the growing opportunities that business clustering offers for improving various economic indicators, it has become increasingly relevant to study how clusters are created and subsequently managed, as well as the role that government processes play in the formation and coordination of clusters. This research examines the importance of regional business clustering, compares and analyzes key differences in approaches to cluster creation, and explores the significance of cluster policy within the broader context of government policy. Additionally, the interaction of cluster policy with regional, innovation, and scientific-educational policies is analyzed and visualized. During the study, a connection was identified between approaches to business clustering and government cluster policy, highlighting the interdependence of these factors in fostering economic development.
