Carbon pricing policymaking among international actors in sub-Saharan Africa: Signs of cooperation or competition?

Year: 2024
Type: article
Abstract: Sub-Saharan African countries such as Senegal, Côte d’Ivoire, Nigeria and Guinea are increasingly considering carbon pricing as part of their climate strategies. International and regional actors play a crucial role in supporting these nascent carbon pricing initiatives. This study maps these actors’ activities and interactions and examines the creation of new organisations. Drawing on interplay management and organisational ecology, the analysis highlights the predominance of cooperation over competition among these actors. Based on 22 interviews and document analysis, the findings reveal that actors have created a division of labour to address knowledge and capacity gaps. This article shows that interest and awareness about carbon pricing is growing rapidly in sub-Saharan Africa and contributes to an in-depth understanding of the specific types of interactions among regional and international actors in incipient carbon pricing policymaking in sub-Saharan Africa.
