Type: article
Abstract: The analysis proposed in this paper focuses on the orientation of cultural policy to protect the human rights of workers engaged in cultural activities. To this end, it is pertinent to elucidate how the Mexican State has understood the cultural sphere based on public policy. In this sense, three basic objectives are proposed: first, to raise the government's understanding of cultural policy, its background and the various problems reflected in the implementation of programs that circumscribe cultural activity; second, the functioning of the institutional infrastructure of culture; and third, the impact of state actions on the rights of persons engaged in cultural activity. The methodology used is theoretical in the framework of public policy and legal conception with respect to the sources of human rights protection.
