Abstract: Reflecting on the construction of Safe Zhejiang under the context of a large-scale society and holistic security is a strong response to the "Two High-Level" construction proposed at the 19th National Congress of the Communist Party of China. It also provides a useful reference for co-building a modernized grassroots governance system in the new era. This paper aims to analyze the underlying logic affecting residents' sense of security through four dimensions: safety issues, accidental incidents, types of crimes, and criminal organizations. It further explains the challenges encountered in advancing Safe Zhejiang, including "an increase in the number of criminal cases," "a decline in public security conditions," and "generally low public participation." To address these issues, new models for Safe Zhejiang construction can be explored through strengthening Party-led governance, rational resource allocation, and establishing collaborative governance mechanisms.
