Abstract: Consultations between China and ASEAN countries on the text of the "Code of Conduct in the South China Sea" (hereinafter referred to as the "Guidelines") in Siem Reap, Cambodia, have entered the second round. Although it has been more than 20 years since the signing of the Declaration on the Conduct of Parties in the South China Sea, which is the basis for the formulation of the "Guidelines", it is not easy to implement. By the way, there are still major obstacles, which continue to follow-up "South China Sea Code of Conduct" specific consultations. It mainly faces disputes such as the legal nature of the "guideline", the space scope and the free navigation of warships in the South China Sea. In the subsequent consultation process, we must adhere to the orientation of China's interests, legally binding some provisions in the legal nature, and apply the space scope to the waters of the South China Sea Islands and restrict the navigation of warships in the waters. Freedom, actively build rules of order in the South China Sea, and promote peace, stability and long-term stability in the South China Sea.
