Imperative and Trends of Energy and Resource Saving in the Housing and Utilities of Regions of the RF (Based on the Example of the Cold Water Supply Sub-Industry)

Abstract: Research objective: development of tools for support of making decisions on the effectiveness of regional policy of resource and power saving in housing and public utilities on the example of water supply. For achievement of a goal in work, a number of tasks are solved. Relevant primary data of Rosstat are selected, and the comparable relative indicators characterizing are created: resource and power consumption; power and technical condition of the water system of the region for providing a correctness of the comparative analysis of regions with systems of water supply, uniform in the considered characteristics. Methods of descriptive statistics studied the diversification of territorial subjects of the Russian Federation on the offered indicators of resource and power savings on the basis of the creation of variation ranks of distribution and ratings. The method of the cluster analysis on a platform of data mining Deductor constructed a group of territorial subjects of the Russian Federation on indicators of power and technical condition of systems of water supply. The intra-group integrated rating resource and power efficiency of regions for a cluster to which the Volgograd region got is constructed. Leading regions in the sphere of increased power and resource savings for studying and distribution of their best practices allow for the revealing of the developed tools and also for the defining of the territories needing the development of measures for the elimination of their lag from more successful territorial subjects of the Russian Federation.
