Improving the availability of medical care during the period of the legal regime of martial law

Year: 2025
Type: article
Abstract: The article examines the problems of ensuring the availability of medical care in Ukraine under martial law and proposes specific measures that should help expand the availability of medical care for the population. The author emphasizes that the external and internal migration of medical workers negatively affected the availability of medical care, which caused their shortage in front-line territories, as well as the destruction and damage of a significant number of health care facilities. In addition, the population began to need more medical care due to the emergence of new injuries provoked by the war: not only physical, but also mental. Also, part of the population of Ukraine became internally displaced persons or went abroad, which reduced their personal availability of medical care. The author highlights, first, the need to expand the work of mobile medical care teams as a priority area for ensuring the availability of medical care during martial law. First, such assistance should cover PMD (including pediatrics, vaccination), gynecological and emergency dental care, as well as psychological assistance to war victims. But at the state level, a document has not been adopted that would determine the procedure for the work of mobile medical teams, and today it is very important to do this. It is also very important to ensure the availability of medical services in the field of mental health, because about 15 million Ukrainians need psychological assistance, so it is important to develop mental health centers with mandatory mobile teams to provide psychological and psychiatric assistance. To expand the personal accessibility of medical care for internally displaced persons and Ukrainians abroad, it is important to develop telemedicine and expand the list of services that can be provided in this way. At the same time, it is important that such services are provided by family doctors or attending physicians at a certain time, and not by separately trained specialists. This is very important for patients with chronic diseases and patients who have been treated by certain family doctors for a long time trust them, and the doctors accordingly know the entire family history of family members.
