Abstract: The construction of urban business environment operation characterization indicator system is an important hand to promote the dynamic perception of urban business environment in all time and space, promote the digital innovation of business environment, and build a first-class digital business environment. This paper analyzes the research results of various types of business environment evaluation index systems at home and abroad, proposes a four-stage urban business environment operation indicator system construction methodology (demand analysis - framework construction - indicator sorting - practical application), and constructs vitality, demand, industry, elements, Policy, Claims, Industry, Factor, Policy, Office, Regulation, Openness, Environmental Characteristics and other 10 first-level signs, 38 second-level dimensions, 59 third-level indicators of the general indicator system, and summarize the methodology of the construction of the indicator system.
