Legal Support for Digital Transformation in the Field of Physical Culture and Sports

Abstract: The article explores the legal framework for the digital transformation of physical culture and sports in Ukraine. It emphasizes the importance of creating a regulatory framework to govern the processes of digitization and digital transformation, which will ensure the effective implementation of modern information-analytical systems and services in the field of physical culture and sports. The purpose of the article is to develop practical recommendations for improving the legal framework for the digital transformation of physical culture and sports. Research methods include generalizing data from literature sources, theoretical and legal analysis of regulatory acts, synthesis, comparison, and systematization. The article proposes legislative initiatives, particularly the draft Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Regarding the Definition of General Principles for the Implementation and Administration of Electronic Information-Analytical Systems and Services, Electronic Registers in the Field of Physical Culture and Sports." Special attention is given to the creation of the information and communication system "Digital Sport," which will ensure efficient data exchange between the stakeholders in the field of physical culture and sports, as well as information interaction with public electronic registers and information-communication systems of government bodies in accordance with the legislation. The authors highlight the need for amendments to the legislation to optimize management processes and improve access to public services in the field of physical culture and sports. Conclusion. The improvement of legal mechanisms will contribute to the implementation of state policy in the field of physical culture and sports in terms of digital development, digital transformations, and digitalization, the introduction of digitalization for administrative and public services, the enhancement of organizational and managerial processes and the introduction of elements of e-democracy.
