Intelligence College in Europe: Fostering Education and Culture

Year: 2025
Type: article
Abstract: The launch of the Intelligence College in Europe (ICE) raised expectations for its potential contribution to building a common intelligence culture across Europe. This article explores ICE through the lens of cultural diffusion, focusing on its influence on the institutionalization of education and outreach at the European level. It seeks to assess the progress made in intelligence education as a response to persistent challenges in fostering cooperation among European intelligence services. Recognizing that effective international intelligence collaboration lies at the intersection of national interests (inputs) and supranational deliverables, ICE’s efforts as an intergovernmental educational initiative offer a compelling case study. The findings suggest that bottom-up motivations, driven by national assets and capabilities, have limited impact on shaping shared educational and cultural frameworks unless complemented by top-down incentives to promote cooperation and shared values. The ICE experience demonstrates that top-down institutional incentives can be effective when they are embraced and reinforced by stakeholders aligned in their commitment to a common intelligence culture.
