The article presents a comparative analysis of the constitutional models of social protection in European countries, identifying their features and approaches for adaptation in Ukraine. The constitutional models of social protection in countries that are closest to Ukraine (Poland, Lithuania, Estonia, and Croatia) are examined, which allows for the formulation of several scientific conclusions and recommendations aimed at reducing social inequality, improving the standard of living, and creating a sustainable social protection model tailored to Ukraine's economic challenges.Based on the analysis of works by domestic and foreign scholars from various fields, the author highlights the existence of three main models of the welfare state and social policy: the liberal (Anglo-Saxon), continental-European (conservative), and Scandinavian (social-democratic) models. It is noted that Ukraine's social system does not currently conform to any of these classical models.Instead, it has a mixed model combining elements of the Scandinavian, continental, and liberal systems. However, further development of the social protection system may bring Ukraine closer to the continental or even partially to the Scandinavian model, but this requires significant state resources and an effective mechanism for controlling the distribution of social assistance. The author emphasizes that the level of social security depends on the country's economic capacity, the effectiveness of managerial decisions, and social dialogue. The realization of the constitutional right to social protection may be accompanied by several issues that require resolution.Particular attention is given to the fact that the Eastern European social protection model is the closest to Ukraine, as these countries have similar starting conditions and are implementing reforms similar to those in Ukraine. However, Ukraine also exhibits characteristics of the conservative corporate system, as a significant portion of social protection is based on contributions to a solidarity system. The social system of Croatia, which is based on social insurance and the principle of contributions, may serve as a useful example for Ukraine, as it also incorporates elements of the social-democratic approach, especially in social assistance and support for vulnerable groups.
